The tier list above basically says which karts in Mario Kart DS are the best and which are the worst to use. The top tier is built on karts which have been used for good Time Trials records by Players Page pros while the bottom tier are the karts which are both awful, and are seen as such by the majority. The middle tiers basically say the karts that aren't brilliant or useless, while the high tier karts are semi-pro karts such as Dry Bones's two other karts and the standard karts for Yoshi.
How skill effects kart choices
I've noticed that as a player gets better, their choice of kart changes drastically from the start. A beginner player will most likely choose an average kart like Mario's karts, then as they get better will probably choose one like the Dry Bomber. Then the Egg1, and then the Poltergust. Finally, on the tarmac courses, if they progress from the Poltergust, it is likely they will choose the ROB BLS for it's speed.
