Friends vs Buddylist?

What's the difference between "Friends" and "Buddies"?
I was guessing that perhaps a "Buddy" is someone who you've added to your Buddy list, and maybe a "Friend" is someone who added someone, and who has been added in return, as well, but is that correct?

but....
if TheUltimateKoopa adds cheat-master30 to his Buddylist, AND cheat-master30 adds TheUltimateKoopa to his Buddylist, then they are a Friend of each other....

Yes, and if someone adds you to their friends lists, it says they are 'A buddy of [name]'.
